VCAA wants you to know the qualitative characteristics and accounting assumptions of the IASB Conceptual Framework, define each one, and apply them to justify how a transaction or item is recorded and reported. Marks are lost when students name a characteristic but cannot link it to the scenario.

The qualitative characteristics

Relevance and faithful representation are the two fundamental characteristics; the other four are enhancing characteristics that improve usefulness once the fundamentals are met.

The skill is matching the right concept to the situation:

  • Recording a balance day adjustment for accrued wages applies the accrual basis and the period assumption.
  • Carrying equipment at carrying amount rather than market value applies the going concern assumption.
  • Keeping the owner's private car out of the business records applies the accounting entity assumption.
  • Supporting an entry with a source document applies verifiability.
  • Choosing FIFO and using it every period supports comparability.

Why this matters

Roughly every discussion question in the VCE Accounting exam can be answered better by naming the relevant characteristic or assumption. The framework is also the reason behind specific rules: balance day adjustments exist because of accrual and period; depreciation exists because of going concern and period; source document recording exists because of verifiability.

Choose timeliness (the most direct fit) and apply it to the delay.

Timeliness requires that financial information is provided to decision-makers in time to be useful for their decisions.

Because the reports for the quarter ended 30 June have still not been finalised by August, the information is not available when needed, so its usefulness for decision-making is reduced and timeliness is breached.

(Verifiability is also acceptable: without the physical count, the inventory figure is not supported by checkable evidence, so it cannot be confirmed by an independent observer.) Marks: define the characteristic and link it explicitly to the delay.

2020 VCAA3 marksMayfair Furniture purchased furniture for use in its office administration area at a cost of $10 000 (plus GST). The owner suggested this furniture should be recorded as inventory because it might be sold later. The accountant stated that recording it this way would breach faithful representation. Justify the accountant's statement.

Apply faithful representation to the economic reality of the asset.

Faithful representation requires that reports represent the real substance of transactions completely, without bias and free from material error.

The office furniture is held for use in the business, not for resale, so it meets the definition of a non-current asset (equipment), not inventory. Recording it as inventory would misclassify the asset and misstate the reports (overstating inventory and Cost of Sales when "sold"), so the information would not represent what actually exists.

Therefore classifying it as a non-current asset is required for the reports to be a faithful representation. Marks: define faithful representation, identify the correct classification, and explain the resulting misstatement.

Link source documents to verifiability (the standard answer).

Verifiability means that different knowledgeable and independent observers could reach agreement that the information faithfully represents what it claims to.

Source documents (receipts, invoices, EFT records, credit notes) provide objective, independent evidence of each transaction, including the date, amount and parties involved.

Because the records are based on this checkable evidence rather than opinion, the resulting reports can be confirmed and relied on by users, so documents are essential to making the information verifiable. Marks: name the characteristic, define it, and connect documents to objective evidence supporting the records.
